To thrive in any community, you first must have an understanding of the language and culture. Illiteracy is a pervasive problem. The linguistic deficiencies of adult English language learners (ELLs) have detrimental consequences that are manifesting themselves in major financial outlays within our economy. It has been shown that the primary factor that will increase the potential for successful childhood education and development is educated parents. And when a child knows more English than their parents, the parents are precluded from becoming involved in their education - simply reading to the child becomes impossible. The National Literacy Act of 1991 defined literacy as "an individual's ability to read, write, and speak in English, and compute and solve problems at levels of proficiency necessary to function on the job and in society to achieve one's goals, and develop one's knowledge and potential"
Colorado is known for its highly educated workforce. However, much of its workforce is imported. Nationwide, Colorado ranks 27th in the number of students who immediately continue on to an institution of higher education after graduation (only 39% of high school graduates continue their studies by going to college). 50% of Colorado college students drop out. Therefore, many of our children must somehow make the lonely transition from obtaining the knowledge and maybe some specific occupational skill at some level of competence to a career.
ELTC provides an assortment of literacy courses designed to provide the student with basic communication life skills and/or to increase their academic levels for work or for other post secondary education. English and math courses are tailored to the needs of the individual student. They are utilized to prepare for the GED examination, to improve job performance, or to equip clients to navigate the institutions of our community independently. This program is partially funded by an Adult Education and Family Literacy grant administered by the Colorado Department of Education. ELTC adheres to their program guidelines and standards and has placed in the top third of CDE's state literacy providers in terms of client academic achievement and cost effectiveness (cost per learner).
